States threaten to leave PJM without expanded role in grid operator

RTOs are a problem. Who is actually responsible for grid reliability and security and economics? Governors in PJM territory are demanding decision-making power, FERC filing rights, and board selection input... but IPPs are warning that state-only responsibility will slow needed infrastructure development.
